Group Care Facilities Overview
This program includes both residential and non-residential facilities. Examples of residential facilities include, but are not limited to, assisted living facilities, foster homes, hospice, group homes, and mental health facilities. Non-residential facilities include child care centers licensed by DCF, public schools, and private schools. Adult day care centers, nursing homes and hospitals are not part of the group care inspection program. The objective of the program is to assure that group care facilities comply with minimum standards relating to the protection of health, safety, and well being of those using these facilities. For an alternate description of the Department of Health's Group Care Program for Residential Facilities, see the pdf brochure(480K PDF).

Business Issues

Group care facilities are licensed and inspected by state agencies such as the:

Department of Children and Families,
Agency for Health Care Administration
Department of Education, and the
Department of Elder Affairs

The Department of Health has responsibilities in the application of laws, rules, and standards regarding the sanitation, safety, hygiene, and control of communicable diseases at these facilities. The county health departments provide direct services in the operational aspect of the program through regular inspections to assure that applicable sanitary standards are maintained. In some cases, county health departments must inspect and approve facilities as a prerequisite for another state agency to grant an operating license or license renewal.

There are no state fees or licenses issued in the group care program. However in about half of Florida's 67 counties, there are local county fees and licenses for group care inspections provided by the local health department. These fees are passed by the local city or county commission and are not State DOH fees. If you have any questions about local licenses for your group care facility, contact your local county health department. License requirements vary by facility type and county to county.
